A crane operator is an operator of a crane performing lifting operations on a construction site in the Netherlands, with an operating load of 10 tm or more. This operator must hold a TCVT personal certificate for the machine in question. A similar requirement also applies to operators of foundation rigs.
TCVT personal certificates
Possession of a TCVT personal certificate ensures that only qualified operators are permitted to perform (hoisting) work. Effective January 1, 2020, the TCVT personal certificate will become a "registration."

TCVT-RA
Starting July 1, 2019, the TCVT booklet was replaced by a digital pass. Train drivers with a valid certificate (and booklet) were contacted by TCVT & TCVT-RA to apply for the free Digital Safety Pass (DSP pass). The digital passes were sent between July and November 2019. However, the holder must first email the requested information to TCVT-RA.

Until December 31, 2019, a driver will receive a TCVT certificate. This also applies to recertification! This recertification must be completed at DNV-GL in Barendrecht. This is separate from the information that needs to be sent to TCVT-RA.
Starting January 1, 2020, drivers with W4-01 through W4-07 qualifications will receive a registration. This also applies to re-registrations after January 1, 2020. As of January 1, 2020, all valid certificates will automatically be converted into registrations (due to a change in the law). Make sure TCVT-RA has your information in a timely manner (before September 1, 2019) to ensure a free and automatic transition!
In broad terms:
• The personal certificate becomes a registration -> TCVT-RA (Register Administration)
• TCVT-RA will manage this registration -> DNV-GL will no longer be a party to this as of 1 January 2020
• TCVT booklet becomes TCVT pass -> DSP: digital safety pass
• The practical experience can be added to the pass by an authorised person (e.g. the employer) and the further training by the trainer (a recognised trainer).

• At the same time as the introduction of registration, there will be adjusted legally required (examination) schedules for vertical transport drivers (no information is available about this yet)
• A registration and pass will most likely cost €195 (excluding VAT). This amount will be determined by TCVT-RA.
• The costs of this registration + pass will NO LONGER be processed by the trainer and/or examination agency.
• After a positive result, TCVT-RA will immediately contact the candidate to request payment of this amount.

FAQ
Who should have a TCVT or TCVT-RA?
Operators performing lifting work in the Netherlands on a construction site with an operating load of 10 tm or more must hold a TCVT personal certificate for the machine in question. A similar requirement also applies to operators of foundation rigs.
Construction site: “any temporary or mobile workplace where civil engineering works or structures are being carried out”.
Possession of the TCVT certificate ensures that only qualified operators are allowed to perform lifting and hoisting work.
Foreign drivers who want to work in the Netherlands must also have a TCVT certificate or a declaration from a certification body (CB) that they are allowed to work here "occasionally".
Is it TCVT or TCVT-RA?
TCVT-RA is the sister organization of TCVT and will carry out personal registration on behalf of the Minister of Social Affairs and Employment instead of TCVT/DNVGL.

How much does it cost to receive the DSP pass?
The pass is provided free of charge.

If the driver (or the employer on their behalf) hasn't yet sent any information to TCVT-RA, you can still do so via kantoor@tcvt-ra.nl. TCVT-RA would like to receive the following information by email:
– Digital passport photo in Jpeg (not PDF!);
– Some form of ID (e.g., passport, ID card). Please note: do not include a copy of your ID!
– Number of that ID card;
– Validity period of that ID document;
– Name, address and email + certificate number.
When will more information about authorized logins be available?
Starting June 1, 2019, employers, clients, self-employed professionals, etc., can request a code as an authorized person from TCVT-RA. The manual is available on the website www.tcvt-ra.nl.
Who can I take the accredited further training with?
As of July 1, 2019, only with a certified trainer and no longer with a certified continuing education institute. SOMA Bedrijfsopleidingen has several certified trainers available for all programs.
