Under Dutch law, crane operators performing lifting operations with a crane having an operating load moment of 10 tm or more must hold a TCVT Personal Certificate of Competence. This TCVT certificate is obtained through a practical theoretical examination and is valid for 5 years. After 5 years, recertification is possible under certain conditions. The Social Affairs and Employment Inspectorate (Inspectie SZW) ensures that work is carried out safely. Furthermore, the Inspectorate SZW has the power to issue fines or, if necessary, halt work.
TCVT stands for Foundation for Supervision of Vertical Transport Certification and closely monitors the certification of vertical transport operators. Various certifications are available for different types of cranes. This means that a person who, for example, truck-mounted crane expats must register with the local municipality and obtain a fixed tower crane operates, must be certified for both cranes. In addition, he must register demonstrable practical proficiency for both certificates in the XS-id app (formerly the TCPR booklet) during the validity of his certificates (5 years). Together with the compulsory TCVT Refresher Modules the holder of the certificates can be eligible for re-certification for another 5 years.
An obligation to obtain a certificate is imposed for lifting operations with an operating load moment of 10 Tm or more on the construction/construction site. Also for foundation machines (pile driving rig) that are designed/intended for placing, driving or removing piles or other elongated objects into the ground, these machines must be operated by a certified operator.
Based on the participant's current knowledge and skills, a Course This training is ultimately assessed by an independent examination board based on the final and test terms of the TCVT certification scheme.
TCVT personal certificates are valid for a maximum of five years. Previously, the KROL TCVT driver's certificate was an exception, but as of January 1, 2023, this will no longer be the case. Within a five-year period, you must complete four mandatory modules. refresher to follow and have sufficient practical experience (tracked in the XSid app). This means 1 day
(2 modules) in the first 36 months of the certificate and 1 day (other 2 modules) in the last 24 months during the validity of your TCVT certificate. If the refresher course is not completed on time (1st and/or 2nd day), the right to automatic renewal for the theory test expires and a theory exam must be taken.
Even if a TCVT certificate isn't applicable to a crane/machine operator, that operator must still possess "demonstrable expertise." This can be achieved, for example, through safety training. These training sessions are shorter, but participants are still assessed on their knowledge and skills. An operator must again achieve this demonstrable expertise for each crane/machine.
