Knowledge of the matter
The operator needs a knowledgeable hooker to reduce accidents and fatalities. This is all about expertise and training. The problem is that operators don't always fully understand what's happening underneath the crane. The hooker often acts as an extra, resulting in loads being attached incorrectly, fingers getting trapped, overly heavy loads being attached, and so on. As a result, the operator doesn't realize in time that the load has been incorrectly attached. Several times a year, loads fall from the crane, sometimes with fatal consequences.
A crane operator needs someone with expertise. This operator has theoretical knowledge to perform weight calculations, which lifting equipment to use for which objects, what angle to use, what load capacity do I need, and much more.
